Way back in April of 2011 I first floated the idea Scott Walker displayed many of the characteristics of a sociopath as defined Profiles of a Sociopath.

Then I heard Nick Hanauer, a venture capitalist, who has advocated a $15 minimum wage and for raising taxes on people like him “to reward the true job creators,” ordinary middle-class consumers. Hanauer used the word “sociopath” to describe so many wealthy 1% when he recently appeared on MSNBC’s “All In with Chris Hayes.”

“These are the people who did not go to their kid’s soccer games. The Sociological Imagination

“The sociological Imagination” is a book authored by C. Wright Mills and lauded as the second most important sociological book of the 20th Century by the International Sociological Association.

Lately, however, we’ve been exposed to a completely opposite sort of imagination, one that sees only individuals in isolation, and seems incapable of grasping even the most basic of social facts connecting them with each other.(remind you of anyone) Call it “the sociopathic imagination,” because sociopaths are defined by their lack of empathy, conscience or any form of intuitive social awareness.

Wisconsinites been invited into the dark sociopathic imagination of Scott Walker through so many struggles, recall elections, and pay-to-play secret deals over the past four years, yet have made the mistake so many normal people fall prey to when dealing with a sociopath. They fail to understand the Walker mindset is devoid of empathy or conscience, for whom other people simply are not real, but are pawns in the dark imagination of a career climbing politician. All through the long four years of Walker’s mangling of Wisconsin to please his local base, progressives have been flagged on social media “sour grapes”, whining, and grumble guts. Ah, but what happens when the needs of the local Wisconsin base is supplanted by those of a national base? The sociopathic imagination shifts and changes, the path to new career goals embrace new players and what was true in pleasure of the Wisconsin base is “adjusted” as only a sociopath can, to please new pawns on a path to a bigger and better political career. The “American Thinker” blog does a marvelous job of outlining the various “flip flops of Scott Walker over the many years of his dark sociopathic imagination.

I’ve taken a lot of heat for reporting on the many, many inconsistencies and “evolutions” in Scott Walker’s positions, but I think Walker has finally broken an egg that can’t be re-shelled.
What makes this worse is not just that Walker can’t be trusted on amnesty and border security; he can’t be trusted on anything he says he believes in.

The quote is especially true for Walker and his sociopathic imagination. Now that his career goal has shifted so has his message, and all those who spouted “sour grapes” at progressives are now having an epiphany. Now that his message has shifted to appeal to new national aspirations, his former pawn, his former Wisconsin base, is pissed. Or is Waukesha Freeman finally getting a bit of a taste of the “sour grapes” as outlined in an article in the Wisconsin Citizens Media Cooperative.

In the meantime he expects the people of Wisconsin to trust him, after all, he was an eagle scout. Ok. Is this a Halloween trick? 1shoe dropJust like the trick of campaigning for governor without bothering to mention that his agenda was to include curtailing collective bargaining, concealed carry, and vote suppression laws? Just like the trick of bringing the legislative agenda of the fringe, right wing, organization ALEC to the tables of the Wisconsin Assembly and Senate, often in the dark of night with little advanced notice?

The very first word in the scout law is trustworthy. Eagle Scout Walker expects blind trust – when he never revealed his real agenda before becoming governor? He expects trust when he claimed that an end to collective bargaining was imperative to balancing the budget, but when questioned under oath he admitted the collective bargaining issue had nothing to do with the budget.He expects trust when a John Doe investigation swirls around his top aides and campaign donors?

If Walker were an eagle scout, which is questionable, then it is just as likely that David Koch was his Scout Master.

Now the Walker presidential bid is in full gear at the same time a John Doe investigation is tightly focused on the same victim. We are left to wonder who will get there first… and Walker plays the “eagle scout” card?

Looking to the past to see the future.

What are we to expect in the coming months for Eagle Scout Walker? Before the Walker’s Recall Election Blue Cheddar predicted what to expect of the Koch driven groups, like Club for Growth. They all came true!

Walker has also proven he does not have the self-restraint to stop digging when he finds himself in a hole, so expect more cheating from him during the upcoming signature-gathering period and the eventual recall election. Here are a few predictions:

Expect covert Walker operatives to collect recall signatures with the intention of shredding them. Thousands of people who sign will never have their names turned in to the legitimate recall committee. Similarly, fake petitions will be circulated tricking citizens into believing theyeagle scout oath have signed a recall petition.

Expect the filing of at least one police report alleging that criminals are going door to door pretending to be recall volunteers but robbing or injuring people when they open their doors. The “criminals” will never be found, but expect wide-spread media reports to result, which will scare citizens away from signing petitions.

Expect emails to circulate telling people that Democrats are going to keep track of people who refuse to sign so they can punish them later.

Expect at least one mysterious fire, electrical surge, or burglary at the offices of organizations coordinating the recall efforts.

Expect Walker’s allies to accuse recall organizers of cheating when they themselves are caught cheating.

Expect Walker’s Republican party to force a primary election by running a fake Democrat if the real Democrats have only one candidate.

Expect draconian and confusing new voting rules that will discourage minorities, college students, senior citizens, and disabled voters from voting in the recall election. Oh, wait, we already have that.

Expect the Walker campaign, through one of their front groups, to distribute mailings that list the wrong date for the election. Expect those mailings to go to Milwaukee addresses in primarily African-American neighborhoods.

Expect Kathy Nickolaus to be the last county clerk to report her vote totals.

Expect the Milwaukee County District Attorney and/or the U.S. Justice Department to indict Walker and/or his top aides soon.

And if anyone has a photo of Scott Walker wearing his Boy Scout uniform, with the Eagle badge, I’d love to see it. He says he earned it, but knowing his habit of stretching the truth, it’s more likely that he punched a Girl Scout and stole her cookie money.

It is downright scary.

First, let’s clear up a misnomer. Social Security is not a welfare program. No common usage of the term would cover a retirement income program like Social Security. OK, that done, let’s look at how the government spends its money.

The contrast is kind of lousy, but “pensions” is basically Social Security. “Health care” is Medicare and Medicaid mostly. And “welfare” is, well, things we actually call welfare in common usage, like the SNAP (food aid, sometimes called “food stamps” and TANF (Temporary Assistance to Needy Families, what a lot of people would simply call “welfare”). The welfare section also includes unemployment insurance.

Because the question seems interested in the broader question of “how much of the budget is these safety net programs,” I’m going to just total them all up and without conflating them with “welfare” just do some math.

Welfare = 11% Defense = 22%

Ok, but this post is about how Oligarchs control the message – what gets attention across the media, what is talked about over and over in congressional hearings and by right wing pundits to the point where you would think that vote and welfare/food stamp fraud are milking the last drop of joy and goodness from the country.

There is no real statistical evidence of voter fraud

Yet, the Supreme Court has passed on the Voter ID law in Wisconsin and it will be enforced AFTER the upcoming Spring election April 7. If no real documentation of voter fraud can be offered to support a need to impose the Voter ID law…Why? How did a law that is purely invented for false purpose become law? What do fictional problems and the laws they serve to correct, have to do with the operation of a democratic government? Oligarchy, Oligarchy, Oligarchy.

Groups like Club for Growth, Americans for Prosperity, the Bradley Foundation have no matching counter part on the liberal, democratic, progressive side. Whereas, the Koch Brothers ceo_fraudand their ilk employ hundreds of people full time to deliver the message, lobby, cheat, steal, and lie every passing second of every day. Before Citizens United, the payoff was not there. The message could not be controlled to an extent that is worth the investment. That changed January 21, 2010; the day that Citizens United was unleashed to “open the floodgates for special interests – including foreign corporations – to spend without limit in our elections” (quote from 2110 State of Union Address). This is the reason we have Scott Walker as Governor, Ron Johnson as Senator, a near hopelessly gerrymandered “red” state, a “Right to Work” law, a degraded public school system, a strangled University system…CITIZENS UNITED.

Out, out damn bug

The hold of money on all facets of public policy in Wisconsin is so palpable you can almost taste it – like a bug just flew in your mouth. What’s worse, try as you may, you can’t spit it out. No matter what we do, the bug is there – protest, recall, post on social media, sign petitions, write emails, letters, blog posts – all, all just seem to support message “Divide and Conquer” of the Oligarchs, until you hear on cable news how the recall elections only served to strengthen Walker’s resume! Is there any way to spew out the bug? How, when will it stop?

Not the first, but the latest bug

Billionaire John Menard Jr. gave more than $1.5. million to the Wisconsin Club for Growth in an effort to boost Gov. Scott Walker’s campaign in the 2012 recall, Yahoo News reported.

Citing anonymous sources, Yahoo reported that Menard backed the Wisconsin governor and likely 2016 presidential candidate by making more than $1.5 million in donations to Club for Growth, which doesn’t disclose its donors. Club for Growth spent heavily to defend Walker in his successful recall election. The report comes just as the Wisconsin Supreme Court is set to consider three cases involving a secret probe into whether the Club for Growth and Walker’s campaign improperly coordinated with each other during the recall.

Why would “Save big money” Menard offer a contribution greater than most people’s life time wealth. Seems he should be able to buy the right to poison your air and water. Damn regulations.

And here is the “Welfare” part – “In 2013 and 2014, the Wisconsin Economic Development Corp, chaired by Walker awarded Menard’s namesake chain of hardware stores up to $1.8 million in tax credits.” So, John Menard – “You saved money – you saved big money”. So while thousands of people were out in the cold to collect signatures to recall Scott Walker, it was all cancelled out by one 1.5 million dollar check by “Save big money” Menard. That is controlling the message.

But way back in the early days of Walker’s reign train man, Bill Gardner, did even better.

Corporate Welfare Case coming to Wisconsin Supreme Court

The John Doe investigation was concluded as it related to Walker’s years as Milwaukee County Executive, but it did not end. It shifted focus on activities of the Club for Growth during his Recall Election. It continues on and on in the courts. The funds of the Oligarchs are unlimited and over a million dollars has been funneled into lawyer’s pockets through a long higher court battle while it has cost Wisconsin taxpayers at least a that much. $1,000,000! That’s a lot of justice!.

The Wisconsin Supreme Court has agreed to hear separate but related challenges to the John Doe investigation. The first briefs in that case are due Feb. 2.Wisconsin State Journal

The Club For Growth seems to be under impression that an investigation into their actions, strongly suspected to be illegal collusion between the group and the Walker campaign, is limiting their 1st Amendment Rights of free speech! The club also seems to want their rights and eat them too. They railed and screamed against the deep secrecy of the John Doe investigation, but now they are the ones that demand to have documents kept secret? A large dump of emails from the Walker County executive office have been released, but for some reason, they are fighting full force to keep the documentation of their actions during Walker’s recall campaign secret. I wonder why?

But if you have enough money you can file briefs preventing investigation, and they have money and have prevented a Walker indictment for over four years. Help from POTUS?

A rumor is swirling that may dislodge the bug from our collective mouths. It was reported back in January, that one of President Obama’s surprises at the State Of The Union will be an announcement of an executive order that will take on the Koch Brothers and Citizens United.

RUMOR WAS:
Wednesday is the fifth anniversary of Citizens United, and reformers have been told that the president may announce executive action in his SOTU speech that would require businesses contracting with the government to disclose political contributions after contracts have been awarded. This would ensure that the contracting process is blind, but also give the public (and the media) the information needed to connect the dots to look for backroom deals or conflicts of interest. GOP Plans “RED STATE” day celebration

If your common sense suggests that Scott Walker had full knowledge of the secret email network; the network that lead to the indictment of his closest aids and just 30 feet away from his Milwaukee County Executive office – then Tuesday April 7 – IS a Presidential Election. It is a Fighting “Bob” call to action.

If you believe that corporations are not people, and money is not speech – mark the Supreme Court election on April 7 on your calendar. Yes, all of what has come to be called the “John Doe Investigation” and the last breath of hope to bring Scott Walker to justice, may be at stake on April 7. The outcome of the April 7 election could well mark Wisconsin as a “red state” giving the GOP full sway over Executive, Legislative, and after the April 7 election – Judicial branches of Wisconsin government – thus fulfilling the whispered request of billionaire Diane Hendricks to Scott Walker, “Any chance we’ll ever get to be a completely a red state… and a right to work. What can we to do to help you?”

The request could be fulfilled. Republicans will celebrate depending on the outcome of the April 7 election if they gain “red state” sway over all three branches of government.

As you may recall the law to curtail collective bargaining was under an injunction with the argument that the law was passed without legal public notice. The four majority Judges above said that Judge Sumi’s (who had issued the injunction) order meddled in legislative procedure and was not relevant to the constitution.

“As the court has explained when legislation was challenged based on allegations that the legislature did not follow the relevant procedural statutes, “this court will not determine whether internal operating rules or procedural statutes have been complied with by the legislature in the course of its enactments.”

Dissenting Opinion

Two dissenters in favor of the collective bargaining injunction are on the ballot April 7. One directly as a candidate and the other by a referendum that would alter the manner in which a Chief Justice is appointed.

Some weeks later on June 5, 2011 we learned the deliberation over the written opinions did not come without incident… like a physical attack.

Justice Bradley Speaks out

Madison Wisconsin — Justice Ann Walsh Bradley came forth with a statement late Saturday saying that fellow Justice David Prosser choked her and refuting claims that she attacked him first.

“The facts are that I was demanding that he get out of my office and he put his hands around my neck in anger in a choke-hold,” she said. “Those are the facts and you can try to spin those facts and try to make it sound like I ran up to him and threw my neck into his hands, but that’s only spin.

“Matters of abusive behavior in the workplace aren’t resolved by competing press releases,” she said.

“I’m confident the appropriate authorities will conduct a thorough investigation of this incident involving abusive behavior in the workplace.”

The call was out to demand the resignation of Prosser, but no. The matter was investigated secretly and internally and nary a mention was made in the ensuing weeks, but in case you thought the April 7 election was without drama or consequence, if nothing else it is an opportunity to support a victim of judicial assault – Literally. But we are not done yet. Let’s look at what is at stake with Chief Justice Shirley Abrahamson. She is the subject of the referendum.

GOP “recalling” Abrahamson as Chief Justice

The GOP controls the legislature, and that legislature has passed laws to shore up control over the State Supreme Court by amending the State Constitution to remove Abrahamson as Chief. Of course, it makes no sense that the GOP legistlators would suddenly be so concerned over the administrative structure of the court, unless to exact political revenge on author of the dissenting opinion on the collective bargaining issue – thus snuffing out the last wisp of “liberal control” in the whole of state government. NO no NO.

Referendum on Election of Chief Justice.
Question 1: “Election of chief justice. Shall section 4 (2) of article VII of the constitution be amended to direct that a chief justice of the supreme court shall be elected for a two-year term by a majority of the justices then serving on the court?”

The Wisconsin constitution currently provides that the chief justice of the Wisconsin Supreme Court is its longest-serving member. In case the supporting of choked Justice Bradely, preserving the authority of a defender of union rights, and holding on to the last scrap of administrative power in state government is not enough motive to take the time to vote on Tuesday, April 7. How about the last chance to see presidential hopeful Scott Walker indicted. Motivated now?

Yes. Four of the sitting justices (pictured above) are “sitting” where they are as a result of millions of campaign dollars from … guess who? “Club for Growth” The only reason Bradley’s opponent, Rock County Judge Daley, does not list Club for Growth as a contributor is – they are named in a current case now before the court! Daley’s money came from WMC which I am sure has NO connection with Club for Growth – like Scott Walker has NO connection with the Koch Bros. or ALEC or (fill in the name of any conservative billionaire here)_____________________ .

As it now stands, four of the justices reviewing the “Club for Growth” case were elected with funds from the Club for Growth, do you want to make it five? Do you want to see Abrahamson stripped of power? Want to see Bradley choked by WMC money? Want to see the last chance of connection of John Doe to Scott Walker disappear? Then do not vote on April 7..

Following Monday’s decision from the U.S. Supreme Court not to hear an appeal of Wisconsin’s voter ID cases, the Government Accountability Board has consulted with the Wisconsin Department of Justice and determined that photo ID will not be required for the April 7 Spring Election. Photo ID will be required for subsequent elections, including any special elections in 2015.

A John Doe investigation is a secret inquiry sanctioned by long usage since Wisconsin’s territorial days. Just such an investigation has been afoot in Wisconsin since the days when Scott Walker began his campaign to become governor. It continues to this day.

The unending, undercover, underground inquisition has rallied at times, and deflated at others; sort of like a death rattle. The question – what will die? – remainscunited unanswered. Will the obituary tell of the death of over reach of Citizens United or of Democracy itself.

We all remember Obama’s statement regarding Citizens United in his State of the Union Address just six days after the Supreme Court decision on January 21, 2010.

“Last week, the Supreme Court reversed a century of law that I believe will open the floodgates for special interests – including foreign corporations – to spend without limit in our elections.” Justice Samuel Alito was seen frowning and mouthing the words “not true” when Obama criticized the Supreme Court.

Early in the address the President reminded listeners of the uncertainty of the future strength of our union:

When the market crashed Black Tuesday and civil rights marchers were beaten on Bloody Sunday, the future was anything but certain. These were times that tested the courage of our convictions, and the strength of our union.

The floodgates have opened to drown out the voice of the people in Wisconsin

The pulse of Democracy in Wisconsin is weak. Survival remains uncertain. In the past four years the voice of the people has been manipulated and muted by the power and treasure of oligarchs. The cancer of greed riding on a wave of dark money has spread through the body politic along the organs of over 29 organizations (some listed below/right), and most recently has spread into an attack of journalism itself. And now, the dark money is claiming THEY have been wronged! The machinery for maintaining a level playing field for the middle class lies broken. Here lies the crushed and mangled remnants of union rights, women’s health, senior care, public schools, the University system, and the Wisconsin Idea itself. All have been infected by the same Citizens United virus that has opened the floodgates for special interests to take control of every facet of public policy in Wisconsin.

The invading virus first began to attack and feed on healthy ideas and human aspirations with a glittery mutation of greed as might be found in the pages an Ayn Rand novel. And, what better medium to grow the glitter of greed in the eyes of man… than money. “It is easier for a camel to pass through the eye of a needle….” and all that. Ka ching!

But this post is to offer hope and point to some light at the end of the tunnel of four dark years of Walker. This “silver lining” may come from a place overlooked and discarded, since it has lingered for so long and disappointed progressives time and again. Yes. The John Doe Investigation. Why Are the Franklin Center’s “Wisconsin Reporter” and “Watchdog.org” Attacking the John Doe?
Thanks to those unnamed sources, Wisconsin Reporter had a new platform, and used it to recast the John Doe investigation as “an abuse of prosecutorial powers” with “the apparent goal of bringing down Gov. Scott Walker.” The Walker campaign and 28 other groups also reportedly received subpoenas.

“This is a taxpayer-funded, opposition-research campaign,” an anonymous source told the Wisconsin Reporter.

Franklin Center’s Wisconsin Reporter has written 16 stories so far (2013 more now) that are highly critical of the John Doe probe and prosecutors (calling its series “Wisconsin’s Secret War”), but these latest revelations raise questions about whether the outfit has a conflict of interest in its coverage. They would now argue about the Club’s right to keep documents secret?

The language of dark money has moved through covert and insidious channels from the corporate sponsored legislation of ALEC, through the fraudulent mailings of Americans for Prosperity and now,wolf_Okeefe into portraying the message of greed as mainstream journalism.

The secret investigation of the hoard of right wing groups in Wisconsin holds national implications for the future of Citizens United and if the secret deluge of dark money that flooded the state over the course of the two recall elections can be made subject to the rule of law.

March 19, 2015 – Kelly Rindfleisch #6, who wasjohn_doe_kellyu convicted of misconduct in office for doing campaign work while at her county government job, had appealed to the state’s highest court late last year after an appeals court upheld her conviction. The state Supreme Court rejected her appeal on Monday.

On Wednesday, Milwaukee County Assistant District Attorney Bruce Landgraf filed a motion arguing that Rindfleisch should be ordered to start serving her 6-month jail sentence.

Rindfleisch, who served as Walker’s deputy chief of staff, was one of six people convicted as part of a now-closed secret John Doe investigation into the activities of Walker’s aides and associates while he was county executive.

Two staffers who worked directly for Gov. Scott Walker while he was county executive were charged Thursday with illegally doing extensive political work while being paid by taxpayers to do county jobs.

Kelly Rindfleisch, deputy chief of staff to Walker in 2010, faces four felony counts of misconduct in office for working for then-Rep. Brett Davis’ 2010 campaign for lieutenant governor while on the county clock. Davis, who lost in the Republican primary, is now Walker’s state Medicaid director.

Of course, it is possible that Darlene was campaigning for Walker on the tax-payers dime without his knowledge or encouragement. It is possible that Gardner funneled 60k into Walker’s campaign without the Gov suspecting anything. Oh, and the 14 million in grants to Gardner’s railroad? Well, he probably would have been awarded the same cash even if he had not been a contributor to the Walker race.

MILWAUKEE (WITI) March 1, 2013 — Governor Scott Walker will not be charged in the nearly three-year-old investigation into his former aides and associates, according to Milwaukee County District Attorney John Chisholm.

“After a review of the John Doe evidence, I am satisfied that all charges that are supported by proof beyond a reasonable doubt have now been brought and concluded,” Chisholm said in a statement. “As a consequence, last week my office petitioned for, and Judge Nettesheim has granted, the closure of the John Doe investigation.”

But wait! Hold on.

The investigation was concluded as it related to the investigation of Walker’s activities as County Commissioner, because “charges that are supported by proof beyond a reasonable doubt have been brought and concluded”. Walker never testified under oath as was hoped for in the trial of Kelly Rindfleisch. At the last minute on the day of the trial his lawyers were able to convince the judge not to call Walker for testimony. The proof of his involvement in the illegal activities taking place within a few feet of his office was not discovered, but that does not mean that it does not exist. Associates of Walker, like Kelly Rinfleisch know the level of Walker’s involvement. The evidence of proof beyond a reasonable doubt remains available, and at a time when the stakes are high as Walker has made his choice to run for President.

And the John Doe investigation was concluded as it related to Walker’s years as County Executive, but it did not end. It shifted focus on activities of the Club for Growth during his Recall Election. It continues on and on in the courts. The funds of the Oligarchs are unlimited and over a million dollars has been funneled into lawyer’s pockets through a long higher court battle while it has cost Wisconsin taxpayers at least a that much. $1,000,000! That’s a lot of justice!.

The Club For Growth seems to be under impression that an investigation into their actions, strongly suspected to be illegal collusion between the group and the Walker campaign, is limiting their 1st Amendment Rights of free speech! The club also seems to want their rights and eat them too. They railed and screamed against the deep secrecy of the John Doe investigation, but now they are the ones that demand to have documents kept secret? A large dump of emails from the Walker County executive office have been released, but for some reason, they are fighting full force to keep the documentation of their actions during Walker’s recall campaign secret. I wonder why?

Walker’s Recall Election was a travesty of democracy when the Ghosts recallOligarchs poured big bucks and mafioso strategies into the state. But if you have enough money you can file briefs preventing investigation, and they have money and have prevented a Walker indictment for over four years. Walker did NOT win his Recall election legitimately. Conspiracy theory you’re thinking? Without going into every detail of how money and the low-life tactics it attracts – stole Walker’s Recall election, I will direct you to one detail of many, which I personally discovered and investigated. The instance above was only one of many employed by Oligarchs in Walker’s Recall, but we will leave the full story for another day. For now, remember that the political fight in Wisconsin has not been the Democrats or the people against Walker. It is Wisconsin vs. Oligarchs, and all the strategies, manipulation, buy-off, and pay-offs that come with the big bucks. Considering Walker for President is a choice to turn democracy into a subjugate of corporate tactics and greed.

Scott Walker for President!?

It was a blind arrogance, often interpreted as confidence, that lead to rise of Walker in Wisconsin. The same blind arrogance(or even sociopathy) will topple him for his great fall, for dummiesand his opponents can hardly wait. In fact, many progressives in Wisconsin are openly cheering his most recent announcement that he is open to a 2016 run for (gulp) President of the United States.

The Scott Walker who has just erupted on to the national scene, has been disrupting the fabric of Wisconsin for the past four years, and so much has been learned about his tactics, his administrative incompetence, and his free reign to control message with an avalanche of money from oligarchs, most famously the Koch Brothers.

Thus far the national media has focused on the news grabbing guffaws and shift and skip, flip and flop half truths and lies as his “positions” on immigration, ethanol production, abortion, and even evolution pop and dodge like the wrack-a-mole. Warning. He will play this game of sound bite bobble with all the finesse of card shark in a casino. Walker_RTWYou are probably dealing with a “type A” sociopath. He will win this game every time. He has no moral foundation for his views and can and will say anything to further the message of money lenders. You will not win the “gotcha” game with Scott Walker. It is all a distraction or a slight-of-hand to pull attention away from his obvious incompetency and from the black hole where his ethics are supposed to be. It is very tempting to play his game, but in the end you will be “sound-bite” suckered. The photo depicts the most recent in Walker’s long list self serving shifts and flops. Just before the election for his second term he said he would not sign Right to Work legislation – the photo is taken of the moment of signing the bill just three months later. It is a mistake to assume you are dealing with an ethical human being. He will say anything. Instead, just look at the obvious results of his leadership when it comes to the nuts-and-bolts of budget, jobs, and administrative incompetence. The most blatant example of this incompetence is just behind the curtain. You want to know where Walker will take Executive Branch of Government? Ignore the sound bites and take a peek at the department he created – the Wisconsin Economic Development Corporation (WEDC).

The WEDC “IS” Walker

Wisconsin elected a “reformer”. A man who looks to the far future rather then just the next election. Some states elect leaders with a college education and a varied resume of experience across a spectrum of disciplines. Not Wisconsin. They elected a governor with no college diploma, and whose experience was limited to political maneuvering at the county level.

It was to be a “learn on the job” administration, because people liked the way he sounded and believed in what he said. Walker was a “reformer” and Wisconsin became his “reform school”.

The Department of Commerce was administered by the Wisconsin Secretary of Commerce, who was appointed by the governor with the advice and consent of the Wisconsin State Senate. The department traced its roots to the Division of Industrial Development within the Office of the Governor, as established by the Wisconsin Legislature in 1955.

The the entire Department of Commerce, that functioned without major problems for 35 years, was dismantled, “reformed”, and restructured by Gov. Scott Walker in February 2011. Commerce was replaced with the new and streamlined Wisconsin Economic Development Corporation (WEDC), and branded as a public-private agency, to boost job growth. flagshipwedcThis was the flag ship of “Walker Reform” boasting an $83 million budget.

The regulatory, big government, impediments of the Commerce Department would be striped to make room for the Neoconservative efficiency of WEDC – the flagship of the new Walker reform to allow for the lofty goal of creating jobs, jobs, jobs. Thus the Department of Commerce was “reformed” and WEDC was to be the engine that would drive the creation of 250,000 jobs by the end of his term, as Walker promised in his campaign.

The WEDC IS Walker’s baby. The creation, evolution, and administration of the WEDC is the best possible example by which to judge his political personality, and administrative abilities. So, let’s take a look at the report card of a reformer.

So, Wisconsin Economic Development Corp. (WEDC) was created in February of 2011 by the state GOP controlled Legislature and Walker. Five months later, on July 1st – the flagship of reform took over the economic development functions of the old and antiquated Department of Commerce.

The initial Promise? “WEDC will create 50,000 jobs by June 2012”

The Old Commerce Department was abolished in favor of WEDC with a single purpose – (Please mark this well) Walker’s spokesman Cullen Werwie said the Governor was working closely with the WEDC and was getting regular updates from chief executive officer, Paul Jadin, and it would retain or create 50,000 jobs by June 2012.

So, another “Walker reform” was afoot and speeches were made, ribbons were cut, and the new bigger and better, neoconservative job machine was primed and polished for jobs, jobs, jobs!

And all was well… for a few months. But who would guess how soon the WEDC would become a major black eye for Walker?

Before a year had passed, Gov. Scott Walker was shaking up the leadership of the state’s flagship jobs agency. You see, there was a problem. The bidding process was mishandled. Skyward, an information technology company of Stevens Point, was offered a sweetened deal. The company was promised tax credits, on the backside of a contract, if it won a bid. This “mistake” gave the appearance of favoritism to Skyward, the company bidding to create a student-information system for Wisconsin.

Because of Scott Walker’s lack of communication, regulation, and oversight, the biding process had run a muck. The established structure of old Commerce Department was gone, in favor of the “streamlined” WEDC, which now proved to have bigger and better impediments of its own – the competitive bidding process had to be suspended and restarted. So much for roll out of Walker’s Neocon streamlining.

The Walker Fix

The Governor brought to bear the experience and savvy of a man who ran a successful campaign with a secret email network that got him elected as governor, and quickly turned attention to the WEDC problem. What was needed was a man he could trust, someone from his inner circle. Just as he had looked to (indicted) Tim Russel as his front man when he was Milwaukee County Executive, he demonstrated his administrative skill by appointing his deputy chief of staff, Ryan Murray, to take the role of Chief Operating Officer of WEDC with a slight bump in salary. He would bring down – $105,000 a year.

The Walker staff “shift and shuffle”

One of the qualities of a strong leader is the ability to appoint sound and consistent people to administer an agenda. Well, mark it up to learning on the job in Wisconsin’s reform school, but Scott Walker has altered his administrative staff at WEDC so many times that a diagram of his shift and shuffle of appointments would appear as a diagram of complex protein on steroids. Anyway, here is what happened in the WEDC after the bidding debacle:

Ryan Murray became the chief operating officer of WEDC, while Mike Klonsinski ($109,500 a year) who was the chief operating officer (WEDC) moved to the role of chief financial officer. Eric Shroeder who was the chief financial officer who was replaced by Klonsinski, would jump ship, hit the road, walk the plank. Thanks a lot. See Ya.

This crazy shift and witness walker2shuffle is not an occasional anomaly with Walker, it goes on and on, and dates back to his days as Milwaukee Chief Executive – you know, the days of Tim Russell, Kelley Rindfleisch, and the other indicted Walker subjugates? Anyway, suffice it to say, WEDC had a new chief executive officer, Ryan Murray.

Ryan Murray….Mark ME

At this time, under the most reliable measure, Wisconsin’s WEDC created 19,551 jobs overall in 2011, lagging behind the nation and the 33,660 jobs that were created in 2010.

Murray makes things “clear”

1 – Murray made clear that the Walker administration would not be repeating the offer of a tax credit maneuver because it had the appearance of violating the competitive bid.

2 – Murray pointed out that the problem was one of communication. Information had not been shared with the Governor and thus the potential problem with the bidding offer had been missed. That would change.

3 – Murray said he would help to ensure better lines of communication between the WEDC, other agencies and the governor’s office.

4 – Murray said the agency would be executing a marketing plan for the state’s businesses as well as seeking to implement the recommendations of a recent state audit that found the state’s many other economic development programs in separate agencies still do not coordinate well with each other and with the WEDC.

And speeches were made, ribbons were cut, and the new bigger and better, neoconservative job machine was primed and polished for jobs, jobs, jobs! And all was well….for a few months. But who would guess how soon the WEDC would become an even bigger and blacker eye for Walker?


September 26, 2012- WEDC Oversteps Authority

The old Commerce Department, with all of its regulations, had no problem securing loan agreements from the Federal Government. Well, Scott Walker simply “streamlined” all that regulatory language out of the WEDC, so now, the oversight of the the disbursal of loans was so lax that the Department of Housing and Urban Development (HUD) threatened to cancel delivering funds.

The WEDC Walker took the responsibility for some $80 million in loans and grants from the Department of Commerce and turned it over to WEDC, which answers directly to the Governor’s office with little legislative oversight.

HUD problems go way back

So, Walker gets a big red “F” from HUD. This is another pattern of the Walker Administration which might be stated as: “Reformers make the rules, they don’t follow them.”

Even Walker’s own Secretary, Mike Huebsch, said he was frustrated with his boss, so much so that he threatened to resign if the issues with HUD were not addressed. Huebsch had wanted to resolve the outstanding issues with HUD when they were first raised more than a year before:

“I should have brought this to the board earlier and it was my mistake not to do that. . . . I thought it was premature but it clearly wasn’t,” Huebsch told the board in a telephone conference Thursday. “I will certainly err on the side of providing greater information in the future.”a>

Walker fails at creating a structure that can be tracked or transparent enough to accept funding from HUD and even though he had been warned by his own secretary, he goes on his own way. Sound familiar? Just wait. Look ahead only one month before the rule “reformers don’t need to follow the rules” comes back to bite Walker’s WEDC, when it will be forced to admit that it’s regulations and oversight is far, far, too loose. Finally.


October 19, 2012 – Lost 9 Million Dollars?

Just three months after j doe ratsall the communication and oversight problems had been fixed by his trustworthy appointee Ryan Murray, Gov. Scott Walker called for more “dramatic moves”.

In the wake of revelations that his flagship jobs agency had lost track of $9 million in past due loans with due dates going back more than a year, the reformer did another shift and shuffle of staff.

Chief Financial Officer of WEDC Mike Klonsinski ($109,500 a year) would follow his predecessor . Klonsinski jumps ship, hits the road, walks the plank. Do you begin to sense a pattern here?

The Neoconservative anti-regulation, streamlined department fails again. Some $69 million in loans — including $9 million in past-due loans — were missed, because no one was assigned to oversee them when the agency was created in 2011! Now, that is what I call a reform! Who needs all the red tape of checking up on accounts receivable? All this just months after Murray said he would help to ensure better lines of communication between the WEDC, other agencies and the Governor Scott Walker’s office?

The newly-uncovered loans to 99 businesses, which are past due by 30 days or more, amounts to 16 percent of the state agency’s total loan portfolio of $51 million in loans, WEDC chief operating officer Ryan Murray admitted.

Department of Commerce would have done it better

The Neoconservative streamlining of the WEDC does not work, Murray suggested:

“It’s pretty clear that the Department of Commerce had this function — they had staff that handled this — and it’s clear for the last year that WEDC hasn’t,” Murray said. “I think the important thing is clearly we dropped the ball — the staff here did — but while the system collecting loans didn’t work, the system for catching this did.”

Suffle and shift – Shuffle and shift

Soon after the discovery, board members, including Walker, discussed the overdue loans, the HUD situation, and voted on whether to transfer authority to Murray in the interim as a search is conducted for a new CEO.

Ok, so Murray who was chief operating officer of WEDC, will move to Klonsinski’s post of Chief Financial Officer, while a new interim Chief Executive, Reed Hall, former Executive director of the Marshfield Clinic will be installed. Got that?

Walker immediately gave Hall a raise of $65,000 that he did not even want. He would be pulling down $185,000 with his new raise.

And speeches were made, ribbons were cut, and the new bigger and better, neoconservative job machine was primed and polished for jobs, jobs, jobs! And all was well….for a few months…tick…tock….tick…tock.

WEDC IS Walker #Failure

Everyone else is to blame

This post has outlined a brief history of WEDC and Scott Walker’s inept abilities as Governor over a two year period. The attempt is to show some patterns over a longer period than a day, week, or month; to go behind the curtain of sound bites. One aspect of the consistent failure is how many have hit the water in the wake of Walker’s passage – all of those who were once trusted associates and are now convicted as felons or tossed overboard because of this action or that. Through all this only one person, one common denominator stands in an obvious and prime position. Yes. The person who is seen as a legitimate candidate of POTUS!

Scott Walker has even created a “hit list” of people, places and things to blame for his lack of job creation since he took office. BUT…it was not the recall elections, it was not the protests, it is not the way the numbers are compiled by the federal government – it was Scott Walker’s decision to dismantle a department of the state government, and doing so without possessing the education, managerial skills, or administrative skills to make the new department work.

How is WEDC doing today?

Nothing has changed. In fact, instead of doing away with WEDC, Walker seeks to expand it to take over Wisconsin Housing and Economic Development Authority (WHEDA)! The action prompted a letter from Sen. Jon Erpenbach:

“The struggles of WEDC appear to be ongoing as reported in the Milwaukee Journal Sentinel on March 9th regarding the failure of the agency to follow up on past due notices for companies that had failed to report usage of taxpayer funded loans and grants. The last round of past due notices were sent in January of 2014. Follow-up only began when the error was discovered in December of that year, eleven months later. The value of the loans and grants that should have been tracked was $43.3 million. The failure to follow-up was reported to the WEDC Board of Directors at the end of February. The consistent failure to track and report taxpayer funds are at the crux of our call for you to abandon your plan to merge WEDC and WHEDA in a formal letter to the co-chairs of the Joint Committee on Finance. Clearly more action needs to be taken internally at WEDC before any other major transition at the agency to reach our goals for a transparent and accountable usage of taxpayer funds for economic development.”

More of the same from Walker, who has proven he cannot administrate the day-to-day business of one department of state government, and now has aspirations to be the chief executive of the country?
