John Doe investigations have been etch indictthe most consistent and on-going news from the Administration of Scott Walker. The original John Doe investigation began as Walker took office and continued for over two years.

John Doe rises again like a bad penny that has been stuck in the vending machine of political flimflam only to be found in the coin-return slot still bearing the date of its mint. Kelly Rindfleisch was sentenced on November 19th, 2012 to six months in jail and three years of probation for her role in rising Walker to power.

Kelly keeled, Walker walked, and all the lawyers talked and talked. Now, here we go again with John Doe Act 2, and at a most inopportune time for the “Walker who walked” as he is up for re-election next November, and his name is included in conversation as a presidential candidate in 2016.

Secret probe spreads to five Wisconsin counties

Sources familiar with the probe told the Journal Sentinel that it was scrutinizing a wide variety of state-related issues, including the recall races. Sources suggested the probe is looking at a current legislative leader and the governor’s contest.

“This is activity that occurred since the 2010 election,” said a source.

New Investigation is statewide

One thing we know about John Doe investigations is that they are secret – investigations are conducted, witnesses are interviewed, and evidence is examined under John Doe’s dark cloak. Just in time for Holloween!

Here we go again. In this new investigation, no one seems to know exactly who or what the focus might be or even when it began, not even Walker’s recall opponent, Tom Barret or his chief of staff, Patrick Curley. Of course, the problem with a secret investigation is that human beings are curious. They want to play “who dunnit” and will conjecture as to what is rotten in the state of Wisconsin’s recall elections…and there was plenty!

People who followed and audited the Senate and Gubernatorial recall elections cried foul and threw up the penalty flags on any number of occasions, so over the next days, let us look under the hood at the flagged questionable acts and review the play.

The Wisconsin Sportsman grant subject of criminal intent


For today Let’s begin with the Wisconsin Sportsmen.

To begin at the beginning, where the Journal Sentinel and other major news outlets neglect to tread, the very first manifestation of the Wisconsin Sportsmen of America group did not erupt last month or last week aswalker boxer most news outlets reported. By most published accounts the story begins quite recently, with the ever suspicious circumstances surrounding the creation, application, award, and cancellation of the $500,000 grant to the group. In fact, the story begins in June of 2011.

The original mysterious workings of the Sportsmen was connected with Americans for Prosperity (AFP) and vote fraud in the days before the Senate recall elections in June of 2011. AFP mailed false information to voters across the state to misinform the public and suppress the vote in that election. The Sportsman did a mailing at the same time, and even though the date was correct, the physical mailing is suspiciously similar. Did the Sportsman mailing with the correct address go to republicans and the mailing with the false address go to democrats? A similar vote caging scheme by AFP was recorded:

In October 2012, One Wisconsin Now, a progressive group, obtained undercover audio recording of the meeting of a local Tea Party group, the Grandsons of Liberty, in which a vote-caging scheme was laid out that involved mailers that AFP agreed to send out to voters in left-leaning districts in Milwaukee. The addresses were provided via the Republican Party of Wisconsin, through the state’s Voter Vault…In the vote-cage scheme, mailers were sent in August to districts in which much of the housing was in college dormitories. They had “do not forward” instructions printed on the outside, so that the votes of those whose flyers bounced back to AFP could be challenged at the polls.

Yet, you will find no mention of the mailings in the more current stories, even though the instances were documented in regional and county press coverage at the time:

When Charles Shultz received an absentee ballot application form in the mail on Thursday, July 28, it didn’t take long before he found something fishy with it.
Shultz wrote the following on the complaint form:

I received an absentee ballot request form from Americans For Prosperity. It intentionally listed to return up to Aug. 11. The date of the election is Aug. 9. If I followed their instructions, my ballot would not be legal. I think they purposely intended to discount my vote. I understand such activity to be against the law. I believe I was targeted by this group because I am a Democrat and a senior citizen.Hudson Patch

AFP Mailer Sent to More Than Just Two Districts

As reported in the Brad Blog The Americans for Prosperity Wisconsin director Matt Seaholm tried to explain the mailings false information away by claiming the incorrect date was little more than a simple a “typo” and that the mailing “just went out to our members.” He added that he was “sure the liberals will try to make a mountain out of a molehill in an attempt to distract voters’ attention from the issues.”

Now AFP has sent out a new email to supporters — forwarded by a labor source — that seeks to clarify the situation. And it appears to acknowledge that the misleading ballot was actually sent to all six districts where Republicans are facing August 9th recalls. Here’s the key part:

“Recently, Americans for Prosperity-Wisconsin sent a mailer to provide our members, like you, with the opportunity to vote by way of absentee ballot. The absentee ballot mailing was mailed only to AFP-Wisconsin members in the eight Senate Districts that have recall elections. The return date included on the absentee ballot application (August 11th) was intended solely for the two senate districts with elections on August 16th. However, the printer sent that version out to all districts, including those that have elections on August 9th.”

Note that AFP’s new email blames the printer for sending out the ballot to all districts. Even more interestingly, AFP is using the controversy over its own misleading of voters as a rallying point to get out the vote for Republicans.

As mentioned earlier, the reported history of the Sportsmen group is just a few weeks old, and smacks of the same cagey, crony, creepy maneuvering as the mailing scheme. The $500,000 grant

3) United Sportsmen falsified its 501(3)(c) status on the grant application.

4) United Sportsmen has a scant record of any involvement in promoting hunting of fishing.

The latest nail in the coffin of deceit

Republican legislators gamble with losing $28 million in annual federal money because the DNR would not have adequate control of how the grant funds were used – AND they kept this information hidden when the bill was slammed through and put in the budget in seven minutes. DNR officials alerted then-Assembly Majority Leader Scott Suder (R-Abbotsford) and Assistant Majority Leader Jim Steineke (R-Kaukauna) to the federal government’s concerns before the Assembly adopted the budget, according to the DNR.

They did not tell any member of the opposition party about how the grant to the Sportsmen of $500,000 would trigger a loss of $28 million dollars to the taxpayers of Wisconsin? And these are supposed to be the leaders of the Assembly? Does the recent resignation of Scott Suder as Assembly Leader have anything to do with this giant leap into cutting off the face to save the nose? And we are supposed believe that Scott Walker did not know about the overwhelming loss of federal money that was at stake? He regards the Feds as his loyal subjects and has a history of snubbing their authority as shown in his disregard of the warnings of the Federal Housing and Urban Development who repeatedly threatened to withhold funds from the Wisconsin Economic Development Corporation because of what? – not having adequate control!

The press headlines Walker as a hero? “Veto saved state 28 million”

The same major media that has ignored the full story and history of the Sportsmen is now applauding Walker for his insight for canceling the grant. Scandal clean-up on aisle 11! And 15! – How the United Sportsmen scandal is getting scrubbed by the press.

Walker’s motive is to stay thirty feet away from the Sportsmen group

The Journal Sentinel will find the truth thirty Andyfeet down the hall from the ticket received by Andy Pantzlaff (pictured right) for illegal hunting – the ticket noted by the press as the primary reason why Walker vetoed the grant. Mr. Unintimidated would not cancel the grant for misdemeanor but he may very well want to remain down the hall and thirty feet away from an investigation of a felony for vote fraud.

Two years of finger pointing changes nothing

Has anyone noticed how consistent underscoring of scandal and play-to-play tactics employed in the deep workings of Walker’s Wisconsin only served to fill space in newspapers, and excite the social media with “must read” tweets, links, and cacophony? – Secret email networks, new voter ID laws, trans vaginal ultrasound procedures, union bashing, gerrymandering vote districts scott suder2without public input, authorizing paramilitary security in the North woods, silencing public singing in the Capitol rotunda, (take a deep breath here), replacing the Department of Commerce with the “quasi” failure of the Wisconsin Economic Development Corporation, filing a motion to absolve legislators from responding to Freedom of Information Act orders? (Add your tweeted, posted, pasted infringement of ethical debasement “here”)

Hey. They just don’t care

The disgrace of political self interest being played out in Washington over funding the government, is alive and well in sweet Wisconsin. The concept of “disagreeing without being disagreeable” has become as dated and sentimental in American politics as episodes of “Matlock”, “Perry Mason”, and “I Love Lucy” on cable TV. The “trickle down” theory of economics has proven to be an out-and-out lie, but “trickle down” jobbery, skimming, and shuffle has become the “new normal”, the default deal, the secret email network of the American Legislative Exchange Council (ALEC).

The case of the Wisconsin Sportsmen grant secretly tucked into the budget bill and passed last May smells of fraud. Below is a short history of the “discovery” of another rendition of a secret email network embedded in the budget bill. The bullet points trace the powder burns of the past few weeks – the initial plot of the attack goes back much further.

The Sportsmen “sinecure” for ALEC

“Sincecure” is not my word. I had no idea what it meant until I looked it up. It is the very word used by Phil Montgomery(pictured below and left) , chair the state Public Service Commission, to rationalize and defend his confidence in Scott Suder’s appointment to the commission. The word choice is an unabashed admission that Suder was appointed as a reward for services rendered in promulgating ALEC legislative maneuvers into the legislative calendar for two years.

Scott Suder is being rewarded with a high paying, cushy job on the PSC for all his hard work pushing ALEC formulated legislation into the lives of the people of Wisconsin, and this is so normal and without question that Montgomery openly admits it to the press?

Passage of the golden ALEC Sinecure award dates back to Montgomery’s own appointment to the PSC.

Investigate ALEC

When Scott Walker became governor very few people had ever heard of ALEC, but with the curtailmentmontgomery of collective bargaining and anti-union, anti-teacher, anti- women, anti-voting rights legislation showing up in red state after red state, the source of all of the similar wording in all the bills proposed in all the states were traced back to ALEC…AND they don’t care. It seems the low and unethical tactics employed by ALEC, the Koch Brother’s American for Prosperity, and the Bradley Foundation will not serve to shame them into lining up with established democratic principles. They don’t care. They don’t care in the Senate, or in the Congress or in Wisconsin. Unless the ruthless tactics of pay-to-play, rule bending, and out-and-out corruption are investigated and prosecuted – progressives, democrats, and all people of ethical consciousness are accepting complicity in the new normal of Walker, Montgomery, Suder, and ALEC.

Right decision – wrong reason

Gov. Scott Walker late Thursday Sept. 4 canceled a controversial $500,000 grant to a sportsmen’s group with little training experience but close ties to GOP politicians. Of course, this is good but somewhat out of character for the Governor who defines himself as a rogue charmer in his book, “Unintimidated” . He is the ghost author of the work with no college education so the book was written by the former speech writer for George W. Bush Marc Thiessen.

The truth of most of what Walker has to say is usually hidden about thirty feet away and down the hall from any actual statement he makes, like the secret email network used in his campaign for governor. Like this statement announcing the cancellation of a controversial grant to “Wisconsin Sportsmen” by DNR Secretary Cathy Stepp:

“We also agreed that it is essential for any organization that receives financial support from the state to have the trust of the public in its capabilities to produce concrete results. Even though United Sportsmen of Wisconsin Foundation Inc. did and does still meet the statutory criteria established by the Legislature for the grant award, the governor asked me to not finalize the grant award. I will honor this request and fully support this decision,” Stepp said

The Journal Sentinel implied the decision to cancel was related to the investigative reporting into the arrest history of President of the “United Sportsmen” group – Andy Pantzlaff when they reported:

“The decision was announced only hours after the Journal Sentinel asked state officials about a 2005 case in which the president of the United Sportsmen of Wisconsin Foundation Inc. was cited for hunting with an improper license.”

The real and present reason for the cancellation of the grant

The Journal Sentinel did not cover the vote fraud that occurred statewide in the Senate Recall election. For some reason the established press automatically files any allegations regarding election tampering in the “conspiracy theory” file, but the fraudulent mailings of the “Wisconsin Sportsmen” organization was documented by the “lesser” county and regional newspapers of the state. So in all likelihood, Mr. Unintimidated did not cancel the grant out of fear of repercussions from a ticket received by the “Sportsmen” president, but by the organization’s involvement with the allegations for vote fraud.

Their mailer was sent out, with misleading dates, not long after that. That page also points to website at http://www.unitedsportsmenwi.com. That site has just one, very rudimentary page, and a check of the domain ownership reveals that the domain was established on June 29, 2011. It’s privately registered, so the owner of it is unknown. All the appearance of funneling money for vote fraud

Thus far Walker is known to have benefited from a secret email network for the purpose of raising funds during his campaign for governor. The network was operated by his employees within his Milwaukee County Executive office and only thirty feet from his office door. GOP legislators have pushed the limits of open meetings rules to deny access to the opposing party to debate and vote in the public chamber. Redistricting maps were drawn with such covert and unfair methods that members of their own party were forced to sign confidentiality agreements before viewing the proposed maps, while outside law firms were paid thousands of dollars to cover the legal entanglements the covert operation was likely to excite. So far, they have gotten away with bending the rules, limiting debate, and clamping down an the ability of democracy to function as intended by the state constitution.

Perhaps since the GOP has gotten away with murder of the constitution and upending democratic fairness in enacting legislation, they have attempted to go for the prize – to use the complexity of Walker’s long and rambling budget bill to squeeze in a simple looking grant for a group as wholesome sounding as “United Sportsmen” to cover the cause of getting the GOP more votes by sending out misinformation – that would be vote fraud – and the taxpayers get to pay for it.

The first red flag is that the “United Sportsmen” have no real history or track record of performing any documented programing for their mission of promoting hunting and fishing in the state. Another red flag: the “Sportsmen” are the only applicants for the grant, while many other sports organizations who have a proven track record for the same mission were not even aware of the grant so conveniently buried in the budget. Red flad three: the “Sportmen” falsified the application for the grant in stating they were a non-profit organization when they never held the claimed 501(3)(c) status.

The United Sportsmen of Wisconsin (USW) mailers, almost identical in form, font, content, and type-setting, as we showed, had no information about who had paid for the mailings on them, and instructed voters that they needed to return their absentee ballots to the elections clerk by August 4th — even though ballots may be delivered to the Wisconsin election clerks as late as the close of polls on August 9th.

Since we ran our article over the weekend, which suggested, among other things, previously-undocumented coordination between AFP and USW, and since there was little information to be found about USW on the web, a number of readers have been digging in to try and figure out exactly who the so-called United Sporstmen of Wisconsin actually are, as have we.

This Fraudulent mailing was discovered in county after county throughout the state of Wisconsin in a attempt to suppress the vote for the Senate Recall Elections.

Now we know who the “United Sportsmen” really are, and they just receive a $50,000 grant to continue their activity to be paid for by the taxpayers of Wisconsin.

Despite the misrepresentation, the DNR officially notified United Sportsmen in a letter Tuesday that it would be receiving the grant anyway, with $50,000 of it as an advance before receipts are filed.
